The reason for the bare arms is beacuse the Storm Covenant are rouges and their armor isn't military issued. As they are rouges they don't have as much resources as the Arbiter's Elites.

The skin on them look awfully like the Locust from Gears of War instead of those standard leather black or brown skins. :/
